IIRC it came up in one of the ras* conversations. (And this is how we all know Cyteen is not a murder mystery: even the author didn't know whodunit. More to the point, the author didn't really care. In case there were any confusion on this point.) But why? Was it Giraud's idea? A Byzantine plan that involved pinning it on Jordan from the start? An accident? (It's possible. Unlikely, but possible.)

Tangentially, I am heroically trying to avoid mentioning Archimedes in the context of Cyteen. At least, not while I am tired and hungry, because I know I'm not capable of stringing new thoughts together coherently at the moment.
