Re Tam Lin and college: Dean based Blackstock on Carleton College. Carleton, at least as of 1996, did not allow freshmen to live off-campus--I have no idea on the current policy for either freshmen or upperclassmen, or what it was 30 years ago. (I only remember this because I didn't apply to Carleton because of that policy. UW-River Falls also had it, but if your hometown was within a 30-minute commute, you didn't have to live on campus. Carleton didn't, so applying there was right out. I lived sort of between River Falls and Northfield. ^_^) I think they also had an odd private car policy, but I don't remember exactly.
Elves in Northfield, in any case, would be a very, very odd thing. I'd think the smell of the Malt-O-Meal factory would be a drawback. ;)
